Matthew Kelley, Bleckley County’s fire chief and emergency management director, is urging residents to begin preparations immediately for what could be the area’s first major ice event in two decades. “You should be prepared for at least 72 hours to be self-sufficient,” Kelley said Tuesday. Since becoming EMA director in 2016, Kelley has guided the county through an unusually active period of severe weather, including three hurricanes, a tornado and last weekend’s snow.
