At the defense table sat an Montezuma therapist Dawn James-Ellis – staring right past them – as all three learned they were under federal indictment in what a federal prosecutor described as a multi-million-dollar health care fraud scheme. That indictment against them was unsealed Tuesday, accusing Fudge-Riley and her election clerk and deputy election registrar Lamonica Lake of taking part in the fraud. Two others, Adrian Harris and Angel Childs, were also charged and taken into custody. Prosecutors say that James-Ellis used their information to bill insurance companies for therapy sessions that never happened. And, in exchange, they say James-Ellis would give them a chunk of the money secured through the scheme.
