Attorney Bill Larsen represents some Flat Rock Road and Circle neighbors opposed to the project, including homeowners along the lake. The proposal by Putnam County Stone LLC would rezone about 918 acres on Dennis Station Road from agricultural to industrial to allow a quarry. “Currently zoned agricultural, it has trees growing on it. It’s a forestry operation. They want to rezone it to industrial to allow a rock quarry. This is the 918 acres. Now it’s a little less than 2 miles from Lake Sinclair, but it drains to Lake Sinclair. It drains to Rooty Creek and then to Lake Sinclair,” Larsen said. Larsen showed Google Earth images from 1999 and 2025 that he says illustrate how sediment has built up over time where Rooty Creek flows into the lake near Flat Rock. “That was open water,” Larsen said, pointing to a 1999 image.
