Lavonia City Council Approves Resolution for GEFA Funding for Phase2 of Water Treatment Plant Upgrade – 92.1 WLHR

The Lavonia City Council has approved the resolution for another $5 million in GEFA funding for Phase2 of the water sewer plant upgrade. At their monthly meeting, before the Council voted to accept the resolution, Mayor Courtney Umbehant explained what the resolution meant. Lavonia was one of nine Georgia cities and 14 communities that received a combined $74,740,215 in water, wastewater, and solid waste financing from the Georgia Environmental Finance Authority (GEFA). The funding will help upgrade aging water systems, replace outdated meters, improve wastewater treatment, and protect public health. The City of Lavonia received a $5,000,000 DWSRF conservation loan that will finance upgrading the city’s water treatment plant for each of the three phases of the upgrade. Phase 2, which is expected to begin in 2027, will include improvements to the raw water supply and chemical improvements. Cost for Phase 2 is also $5 million, which will be funded by GEFA, also with $4 million in loan forgiveness. So Phase 1 and 2 will cost approximately $10, but with the loan forgiveness, the City will pay back $2 million. The current components of the water treatment plant are undersized and outdated, preventing the plant from producing its rated production capacity. Once complete, the upgrade will improve the safety, efficiency, and reliability of the plant.
