Harris County resident calls for data center moratorium

HARRIS COUNTY, Ga. (WTVM) – A Harris County resident is asking county commissioners to halt approval of new hyperscale data centers for one year, saying the county needs more time to study the impact of the facilities. The request came during a county commission meeting from Jacqueline Moyer, an Upatoi resident who helped launch “Keep It Rural Harris County.” Moyer has gathered nearly 150 signatures on a petition in about one week. “Hyperscale data centers represent a relatively new form of industrial development that can have significant long-term impacts on communities,” Moyer said. “A temporary one-year moratorium would provide the county with the opportunity to conduct a comprehensive study… and ensure the citizens have ample opportunity to participate in a transparent public process.” Moyer also pointed to other Georgia counties that have passed short-term bans while writing new rules governing the facilities. The request comes as Harris County commissioners are working to update the comprehensive plan’s future land use language — the first major revision since 2024. Commissioners did not respond to Moyer’s comments and took no action on her request for a one-year moratorium on hyperscale data centers. Copyright 2026 WTVM. All rights reserved.
